Adjustable Speed Limit in World Settings

We all know that within 24 hours of the Steam Workshop being available for SE2, half a dozen Speed Limit Mods will be available.
So my proposal is to just make the Speed Limit adjustable from the get go in the World Settings.
It could be locked behind an "Experimental Mode" just like in-game scripts and have a warning that speed limits above 300m/s can cause instability.
