shift + r does not change block variant when first block variant is chosen

recreate:
1. chose ion thruster from tool bar.
2. press shift + r to change block variant.
expected result:
previous block variant should be active.
actual result:
block variant is the same as before key press
other blocks with same issue:

reactor
cargo container
ramp
handrail
solar panel
window slope
window slope long
window flat
interior wall pillar flat
interior wall flat
catwalk square base
