CTRL+wheel for easy toolbar switch

I have a freakish long hand but still find uncomfortable to ctrl+shift+number. Would love to switch easily checking with visual feedback while i go up and down the toolbars with the mouse wheel.

This would be great I always disliked our method of swapping toolbars. Keep in mind that it should skip empty toolbars.

Great addition, it could be alt too, while building ctrl is pretty busy, but thanks for the detail added.
