Scanner Tool (Tricorder w/ build info)

A single tool that you can pull out to control the block you're pointing at from a very short range. This way you can have a device you can equip that can immediately interact with the block in front of you without having to go find a terminal or pull it out of a long list.
This tool could have other functionality, like a compass on planets, weather warnings, or the ability to highlight ores or visualize damaged blocks on your grid, ore display conveyer networks. This could keep all the busiest and most helpful information behind a tricorder like tool instead of busying up the UI with more clutter, too!

I love this idea. I suggest these features:
- Point at functional block and press RMB: Copy block properties.
- Point at functional block and press LMB: Paste block properties.
- Point at functional block and click 'F' or press MMB: Access block in terminal.
Example: Point at a light whose color and brightness you like and press RMB, Then point at another light and click LMB to make it look like the first one. I.e., it would be like a paint tool but for block properties.
