Grinding unpowered grids should not affect reputation.

If a wreck is found unpowered and outside of other factions sensor range, there should not be a reputation penalty for grinding.

Did you encounter reputation in SE2 already?

Disagree. It's from damaging blocks that you don't own, where does power come into it? If the wreck is unowned you already don't suffer reputation loss.

In SE1, there are some odd rules about what affects reputation so I'm inclined to agree with the OP here. One could argue that reputation loss requires someome to 'witness' or record you doing something to a block you don't own. If there is no power, and no NPC's and it's just an unpowered hulk in the middle of nowhere (that you weren't responsible for turning into an unpowered hulk, mind you), then how is the faction finding out that you specifically ground down and looted that cargo container.

If you're responsible for making whatever it is unpowered, and then grind it up, that should take a faction hit for anything you do after that (powered or no). If you walk up to unpowered wreckage and start grinding, that's salvage.

If we're going full NPC factions, then maybe we need a Salvager's guild, which is specifically licensed to go carve up wrecks and such with no faction hit.
