Spline Meshes for SE2

I think SE2 is the perfect time to add Splines with Mesh support so we can have or mod power cables, conveyor systems, cranes and lifts and similar things. <3

PCU value itself is useless and means nothing. In theory it's supposed to limit builds from having super high performance impact but it doesn't even do that. What's being proposed would have the potential to have a high performance impact but if one desired you could set the PCU to a value of 1 or even 0 and nothing changes.

It could be put to some reasonable PCU, anyone else can then mod it easy enough for their needs.

I'm also not expecting spline mesh to go as far as making road meshes like in UE4-UE5 etc...

But some reasonable rope and hose of like 20-50 meters kind of thing would be enough. I want to be able to connect a ship to a conveyor system or power plug without needing to constantly make landing platforms with connectors. I don't think something like that would impact performance too much. Who knows. ¯\_(ツ)_/¯

Could be also limited to like a few per player or per grid or combo of both. ¯\_(ツ)_/¯
