Impossible to complete Contract
The Contract -> Station Upgrade - Hydrogen Facility
In latest build 2.4 is impossible to complete.
Steps I took,
1. took mission, flew up, entered box, built required, flew to permissions box, say done but box doesnt remove box., left what was built and flew down, restarted mission, flew up, build gone.
2. reloaded game from backup. took blue print of build. tore it down, flew down. restarted contract, flew back up, placed blue print, built up, said go over to perms box, did, same result.
3. abandoned contract, tore down build, rebuilt from blue print, renamed grid and put antenna on it. flew down to vallis reach, restarted the contract. when restarted contract, heard big explosion. flew back up, build gone.
there was multiple saves and restarts of games during the above
I don't know where the files are stored.
Love SE2, want to help. Since I played progression in 2.3 for 300+ hours. I noticed that in 2.4 it is on the missions that have a progression percentage increase. I was able to do like above on the radio mission previous and when flew back to it, was still there and it let me finish.

Please verify your Game files through Steam. Then:
If that does not work, please try to Publish your World to Steam Workshop and start a New Game, using the published World and then try to complete the Contract.
If that also won't work and you are ok with using debug, you can try to regenerate Contracts by following these steps:
And then try to complete the Contract.
Please let me know if any of these help.

Verified the game files from steam properties. All good.
Did the first section up to publish game files (never done that, don't know how)
Same Issue, after building the required, went over to small box it says its completes but little box doesnt go away.
as for going into debug Ctrl-F12 I already played like 260+ hours in 2.3 with that popup on start saying that I cheated (even though it didn't) just to move on. I started a whole new game for 2.4 and wanted to try to play thru without debug.
I know how to do the debug thing. the whole point of the bug report was to notify there is an issues with contracts. Its not that I want to just use a work around to progress.
I will wait till there is a new patch or update.

I have the same thing. I've been playing this world long enough that I do not want to restart it just yet so I will be using the console to force it, but it happened exactly the same way.

Clarification - Hotfix 1 for Vertical Slice 2.4 contains the fix to the issue with Station Upgrade Contracts completion, however, the fix is not applied to saves created before the Hotfix was released. This is due to the way that the Contracts data is stored in the Save Files and due to us being unable to overwrite the Saved Games.
For now, most reliable option to force the fix into Saves older than Hotfix 1 is regenerating Contracts through Debug Menu (Please note that this flag your Save as having Debug Enabled). If you are having trouble finding the specific buttons, here are screenshots of their locations:

I had the same issue and tried your solution with Debug/Regenerate. I followed the procedure, but the result was that the "Station Upgrade - Hydrogen Facility" contract disappeared from my list, and I just got my old already finished contracts back, but not the problematic one.
Well if the savegame marked already with debug applied, the "Finish active contract" button doesnt make the job here?
Though I'm not sure what this marking means, does it give a disadvantage later?
I had a problematic contract earlier where the solution was doing it in one game session without saving, but in this case it did not.
Btw I love the game even in alpha state, though sometimes "redo the contract" frustrates me a little bit, as some contracts need more hours to complete at least for me, even I used a blueprint for Hydrogen Facility, area welding it again takes time.
But keep up the good work, I'm patient for a fix :)

The one thing I would point out here is that if you regenerate the contracts, the rocks (on planets) and asteroids will be regenerated and the original ones removed. I found out the hard way after returning to my base near Vallis Reach to find my entire base sitting on it's side on the floor with the rock it was built on having vanished as it was the site of an earlier contract. I decided to go back to an earlier save. So just beware.
