Something is 'off' with the SE1-style flight controls vs. target based gyro with 2.3

With the new update, I'm finding that the controls when you turn off 'target based gyro' are different and in some ways very hard to use. It feels like it's still trying to use some of the target based gyrl logic.

Example: If I nudge the control to the left, it does what I'd expect which is slightly turn to the left, the little dot marking the perspective center for the camera) stays in the place I set it, though it moves slightly and then the ship taches up (this feels almost like a target based gyro light behavior). Nudging if farther left for a wider turn, the dot moves farther away from the point I set it and the ship drifts in that turn for sometimes a second or two before the dot snaps back to 'almost where I set it to'

The only movement here should be based on what mouse control I give it, It shouldn't be trying to turn or adjust at all if my mouse didn't direct it. The way it's acting now it's almost harder to control than target based gyro because small movements are normal as I'd expect, but the more I try to turn or move (sharp turns) the more like target based gyro it starts acting.

Clarifying what I mean after when I said 'nudging it farther to the left..." In this case, the dot marking the direction (camera) moves left and the ship turns to try and catch it as with the smaller turn, however the dot maintains the distance away from the direction the ship is pointed. This results in the ship constantly turning to try and catch up (for a 'bit') before the behavior returns to normal.
