Refinery automatically shutting down

I just finished building a refinery, I selected a Magnesium Bar and made one item. The display and the "Keyboard display" on the front of the unit then went black. The refinery pulled in the correct amount of raw material, but won't build it. In the Control Panel it says:
Block can't Work
Block is not having enough resources
Resource: Electricity
Max Input: 3.20MW
Current Max Input: 3.20MW
Current Input: 0kW
I have a Reactor which says Max Output: 20.00MW, Current Max Output: 0kW, Current Output: 0kW
So... I have power, and the Refinery isn't taking it. And the Refinery displays won't light up, even after I turn it off and on, and save the world, shut the game down, and restart/reload.

Ok, so after building the biggest battery, it worked. The problem ACTUALLY was the refinery wasn't getting enough power. As far as this bug is concerned, it's not a but and we can close this thread.
BUT this highlights that the power management system is NOT clear. I had a reactor, and as far as I knew it was working. Apparently it wasn't for some reason. I had 3 "tiny" batteries and a large solar panel. The batteries always seem to be at 100%, but weren't enough to run the refinery.

I tried with a ship attached via connector and not. I've tried turning the whole grid on and off via a Control Station, and the Refinery continues to not-function.
