I thought about encumberance for ships too, but that would overcomplicate some inventory related logic. Like should drills overload containers or not? Yeah, better keep encumberance to character only.
There should be a hard limit too, but it should be like 2-4x of where the soft limit is at. So up to 1x inventory load there is zero encumberance, then encumberance gets worse and worse until you hit hard limit at 2x inventory load. This is easy to adjust to find right balance.

Lots of games work this way and it feels much nicer than the current hard limit. For example, the recent "Last Caretaker" does it that way with an exponential slowdown as you get more encumbered I like it.

Personally I would like to see the soft limit applied in another way, where you can transfer items within a short distance, say 10m automatically without direct access.
Generally the most frustrating scenario I find is welding with steel plate as you have to do regular trips back and forth. If you could conveyor items to a local cargo container, and then you can access and use all resources within a short distance as if they are in your inventory, you could weld shops and the like in dedicated facilities with a local component store acting as your ‘inventory’.
