Too many mods makes it impossible to see some blocks

When there are alot of mods on a server or singleplayer world, it doesnt allow you to see or use some blocks, as the build menu cuts out at 12 for some reason, this issue has plagued many people for quite a long time. Suprisingly nobody has said anything.
