Maneuver Thrusters

I know this seems a bit out there, but instead of using the ion thrusters for just about every direction, why not create a block that is for specifically maneuvering so we don't have to use more blocks than necessary for direction control and have more parts available for the main ship, while ion thrusters can be used as a direct propulsion method
