Just 3 planets per time

On the xbox version I can spawn only 3 type of planets per time.
Example: In an empty world, I have on the spawn menu a list of every planet present in game. If I spawn first Marth, Triton and Europa, I will be able to spawn just this 3 type of planets and Earth, Moon and Titan will disappear from the menu.
Is this some sort of limitation or it is a bug?
If this is a limitation I think that this cut a really big number of magnificent worlds tha a player can create.
