Add offline mods and overhaul the offline npcs

You should create some sort of way to download mods to your local Xbox memory. So that they could run offline. Also you guys should make the npcs more important and apparent by doing so it would make offline seem more habitable. You possibly could even create a custom offline scenario that has the overhaul in place so it’s in a controlled environment to help performance wise.
