Passive repair block idea

Why have keen not made a passive repair block I don't know. Makes sence than trying to fix a grid with a welder that can't reach more than 1 block. What about a block that can repair a grid that it is built on, say 1 per grid and only works out of combat, ie not when the grid is being locked by another.
Instead of this crap of having to change safe zone settings, forced camera zoom
