Fuel Transfer Devices (By Hand)

The ability to refill hydrogen tanks by hand using a transfer device would be highly useful and sensible. Perhaps an item much like the Hydrogen Canister, but more costly to fill and heavier in the inventory. Putting it into a hydrogen tank when full would empty into the tank and vice versa (or assign its behavior). Not exactly sure how that would work, but it feels like all the necessary mechanisms are already in the game.
