Add control panels to blocks that don't have them.

Console users can't use mods like Build Vision but if you added a control panel to blocks like rotors and hinges we can access them directly. For lights or other blocks too small for a control panel you could look at them and a yellow access highlight allows you to access their options and adjust them.
