upgrade encouters

Since the new update encouters and NPCs have become insanely easy to take out or take over. Most of them have exposed hydrogen tanks which just explode.
I suggest that Keen looks into reworking the encounters and NPCs to give players new challenges.
It's about time they did add more variety in encounters as they haven't had a update in years.
