Inertial Dampeners Require World Reload
Investigating
In the economy public data, inertial dampeners cannot be enabled on new ships, including remote control blocks. Inertial Dampener control on the control panel is unchecked and cannot be toggled. Reloading the world fixes the issue.

Unfortunately we weren't able to reproduce your issue. Could you please provide us with a blueprint of a ship that can't have Intertial Dampeners enabled?
