Hydrogen Thrusters consuming hydrogen when off

Seems the hydrogen thusters consume fuel even when turned off. Landed in the planetary pod and noticed that the ice was running out even though the thruster was off. It did not stop till i ground down the thruster to its disabled state. Seems this is the case for all hydrogen thrusters.

I am experiencing the same issue. However it does seem that if you turn off you O2/H2 gens and hydrogen tanks that stops the flow.
