Faction Ships attack ship/station from friendly faction

Investigating

While standing in an NPC station, I discovered a ship trying to attack it.

I managed to reproduce this behaviour with creative tools by spawning 2 armed ships close to one another and changing their faction, using 2 factions that are in each one's friend list: they attacked each other.

I have the same bug
