Faction reset and block ownership reset

Server: UK #2
Bug: My faction members were all kicked out, including me ( I was leader). Only the leader stayed in.
All the blocks built by the faction members changed their ownership to faction leader, none was removed.
I'm not sure this happened to all the other factions.
Please take a look into this cause it completely ruins all the efforts made, and it would cause great issues if
paired up with PCU limits.

This sounds similer to what we have been dealing with, every time our server is re-started all faction, GPS, and ownership info is lost
