Debug screen does not properly display brief lag

On the test server there is frequent spontaneous and brief rubberbanding including FPS and UPS drops, but the debug overview (shift-F11) does show a constant 60 fps/ups and low server load.

We don't see any network/sim speed issues on our test servers. Brief lags or sim speed drops can occur as we are using test servers for profiling performance.
