So you can customize your loading screen for the server :D

Maybe even better than in Gmod :D

In Garry's mod you can use web langages (html/php/css/xml) to create your own interface in the loading screen to show your name and your stats while joinning the server. So If I want to create a website with a picture of cat I should be able to see this cat while joinning the server.

In short, he meant modable loading screen for server owners.

Setting up background image(s) for the server to show during loading the the rest of the stuff - I guess.

To add to the Idea with the New server Welcome Page people just close it with out reading so Server Rules or Links go unoticed So info about the server your loading in to while download the world or mods could help.
