Use of Mods without Internet Connection

There are so many wonderful mods out there that could easily added to the game...
But if they are available as mods, why bother include them in vanilla?
Because if you happen to not be able to connect to the internet for some reason, you cannot use mods, nor can you run any world that is saved that contains mods even though all the mods are stored on the hard drive.
I would like to see the ability to use mods that are on your HD already be able to be used without having to connect to the internet.

This is a great idea. Mods that have been downloaded should need no more than a simple update check, and if the game is "offline" then quickly time-out without error if the update is having any issue.

You can use a steam workshop downloader, download the mod as a file, and then install it manually. Not an easy solution, and won't work for more complex mods, but it'd work for tweaks and block mods.
