UI Scrollbar improvements

Currently, all scroll bars in the game take you to the top as soon as anything new comes in. test this by having an assembler assemble more things than you can see in the production window, or by checking the global chat in the comms tab of the control menu while people send messages. Especially as admin, this makes it very difficult to sort things out and find anything you may need to read in chat after being in the control menu for a couple minutes. Please improve this part of the UI.

This definitely is a QoL issue that should be addressed. It's annoying at best and sloppy at worst. I've played a lot of games... and I've scrolled through a lot of windows... None more frustrating that the ones in SE...
Side Note - Did anyone else notice it's the opposite here?? If you go from one page to the next it always stays at the bottom (or where you scrolled to). Must be a dirty glass thing.
