Tool-Specific Keybinds

While keybinds in general could us a bit of an overhaul, the addition of keybinds for character tools that would equip the best tool available for the bound class could free up toolbar space and reduce toolbar swapping for survival. Most notably welder and grinder.
IE:
Equip best welder
Equip best grinder
Equip best drill
Equip best rifle
