Survival Terrain Build/Rebuild

I want to be able to construct and replace terrain in survival. Units of gravel would make a good cost for landfill and the voxel tools exist already, so merging the cost in survival seems simple enough.

Two new blocks and one new tools. Terrain modifer tool, you can pick type, add or flatten. Comes in a hand held tool, small block and large block with increasing radius.

I would love this. Especially in survival using stone as the limited building resource.
