Server Start Loop

I have 2 separate dedicated servers. I can run any other server without issue but with SE in both environments starting a server using the GUI starts a continuous loop and the server never actually starts. I have tried everything I can think of but its the same on either machine.

It will repeat the above unless I turn off the auto restart feature and never actually starts the server. Any ideas on what and where to look to resolve the issue?
