Why do hand-held welders install components but do not increase percent of repair?
There is one particular repair contract that when repaired, the contract does not complete. See attached image.

Additional details: The blueprint is Repair_Observatory. In Single-Player, I can perform repairs using a hand-held welder. Also, I can repair the Repair_Observatory and complete the repair mission.
