Reactors shouldn't be required for unlocking the warhead

I've already seen a topic on this, but it was ignored.

Reactors and warheads have 0 in common and yet if you have progression system enabled you have to build something as complicated as a reactor to unlock the warhead. Please fix.

I agree. Humans figured out how to make stuff explode far before they harnessed the atom!
