[Probable bug, SE 1.189.0] Low fuel warning, when reactor is off.

Steps to re-create:
1.) I added a small (large ship) reactor to a large ship mining ship that is merged to the starting platform in the Learning to Survive scenario.
2.) turn reactor off said reactor because it's not needed for power at the moment
3.) be extremely confused as the lady constantly tells me low fuel with 15+kg uranium in the reactor and the reactor is off.
4.) voice stops if the reactor is on or if the reactor is removed.
