Police NPC faction in multiplayer to stop griefers

People can't help but shoot/raid other people's stuff in multiplayer so I suggest that there be an NPC faction that goes after these griefers on multiplayer.
The way I think this would work is this:
- You can only attack people that have accepted your declaration of war.
- Attacking player's stuff that didn't accept your war declaration gives you a wanted level.
- Police drones will spawn in a 1-3 km radius of the ship/station being attacked to destroy the griefers. The police will try to encircle and chase you out of the area but will stay within the site.
- Wanted level increases the more times you attack players and police drones. This spawns police drones that are harder to destroy and have longer range.

I think this could work now with the newer factions system in the economy patch coming.
That way there's an opposite faction to pirates.
Attack anyone but pirates = decreased standing with the police.
Attack pirates = increased standing with the police.
Also, having space police as emergency responders instead of pirates seems like a good change.

As a modder I've played a bit with the economy version - and the reputation system almost works like this anyway.. if a faction hates you it will go after you and call in help if you get near their ships. Not sure if that logic will make the final version and its not a police faction per-se but each given faction now appears to look after their own. So Although they flipped this to not planned status, it appears they accidentally added something similar anyway!
