Moon Base bug, I am spawned with no moon base and the beacon is 140km away

I have selected the moon base single player mode where i have no moon base there at all, and the beacon itself is about 140km away in space. I am very confused why. Only 2 workshop mods active, which is a sky-box that was updated a few month ago and the helmet bubble effect mod.
