Increase hydrogen efficiency

This might be a personal opinion but the default consumption rate for hydrogen is astonishing. They're mostly just used, in my opinion for escaping atmosphere, and that requires a lot of engineering, weight and cost for a single task.
Imo, hydrogen thrusters usage can be safely reduced by 3x/4x at this point, and while i'd say that the efficiency of the H2/O2 of bad atm since 300k ice ore can barely make 20% of 4tanks, it could be further 'worsened' a little to compensate for that.

I had the idea to make the efficiency adjustable in the world settings, but people keep ignoring me. It would be the perfect solution, because the server admin would be able to set th efficiency by hand. People wouldn't have to argue about the "best" setting anymore. ^^
