If one of the connectors is powered allow them to connect.

Connectors can already transfer power between grids. This mechanic should be used in order to jump-start unpowered grids instead of putting reactors or batteries on them.
Therefore if two connectors try to connect but only one of them is powered they should still be able to connect.
