How about a 2 faction-locked server?

What if there were a few dedicated servers that are limited to only two factions, and people that join would have to choose between one or the other? This could encourage more organized and more frequent PvP instead of small factions being spaced out with little occurrence of encounters.

You can already do this from the config/configurator by selecting max # of factions as 2 (you might have to choose 4, since we have pirates and sabroid factions already)
