Contract reputation tweaks

Hello! As I understand it, completing a contract for a trade faction currently decreases your reputation with "competing" (i.e. non-allied) trade factions. However, it doesn't make much sense for these factions to start shooting you on sight just because you traded with a competitor. Please consider adding a limit to reputation loss from contracts, so it won't make you hostile.

This change really needs to be made. Succeeding at contracts shouldn't result in a net loss of overall reputation.
