Cant join faction

This is not really a bug but perhaps an issue with your only 2 factions mechanic. The person that creates the faction logs logs off shortly with out assigning anyone else permission to accept new applications into the faction.
Most of the players on your servers where stuck and could not build because they are not part of a faction. I get that an admin with promote an active player to a leader but what is the time frame on this and how can we work around this issue?

Perhaps a new faction would have to have [insert integer] members before it could become "Official". So there would be proto-factions that would have to have a member count or maybe be approved by an admin before actually taking up a slot.
Edit: and at least x number of those members would have to be able to accept new players.
