Cables/Winches and power cables

Cables and winches would come in very handy in a multitude of scenarios. Cranes to lift cargo containers. Harpoon's perhaps to capture floating debris. A towing winch and cable to flip over a vehicle.
I would also like the simple ability to pull the power cable from a control console to power a drone.
I am not interested in mod suggestions.

I actually quite liked the winches in ME, I always wished we could have them in SE for loading/unloading purposes as pistons aren't quite the same (I made a crane using pistons and what not to unload modules from trucks)

I wanted a winch system mostly to make building a vehicle lift less of an absolute nightmare as I've been trying to make a lift for the past few weeks and I got so sick of having problems and glitches with it that I just gave up and made a extremely large ramp.
