Atmospheric thrusters need atmosphere, not gravity.
Declined
The atmospheric thrusters in the current game use the proximity to a preset (oxygen rich) planet to determine their effectiveness. Can they instead use the oxygen content of the air at the intake instead to determine thrust. It is just so unrealistic that an atmospehic thruster "needs" to be in a gravity well of a preset planet in order to work.
May I also add that atmospheric thrusters do not work in a pressurised room in space. Small but annoying detail.

I think that's to prevent an exploit where you'd be able to propel your ship in space with atmo thrusters.

When does an atmospheric thruster encounter atmosphere while NOT in a gravity well?

While gravity should have an impact on atmospheric thrusters, (high gravity makes things heavy). Atmospheric pressure should really be the major factor in determining their effectiveness. Which would mean they should work in pressurised rooms.
We could also then say that ion thrusters really should need some kind of gaseous fuel. In reality they primarily use xenon gas, although other inert gases have been used.
We could also say hydrogen thrusters should also require oxygen since they wouldn't ever actually be able to burn pure hydrogen. Not unless they're nuclear based.
