Allow servers to toggle if projections take up PCU

Projections are frequently used in combat to help reweld a ship. With the recent change, this has become impossible to do realistically. Please add a configuration setting that prevents projections from taking up PCU that a server owner can toggle.

I'm thinking that because they are still blocks being projected they count as a load on the server. But I think that they shouldn't have any functionality scripts running so they should only cost 1 PCU each...

They do only cost 1, but they still cost one after you build the blo In addition, the PCU could t is bugged. On my grid, I have a projector still taking up PCU when off, so it blocks itself from projectong.pck.
