Allow placing of half blocks when there's enough room

The collision box update was great, but can we get a further improvement? There are the half height blocks, but when placing them they still check the entire block in grid, in some cases preventing placing them, although there's enough room. See pic for example.

Combining lighting with seat blocks, screens and tables, corridor blocks with lamps, is not a bad option at all for decoration.
