Allow machines to work even if there is insufficient power.

In a current setup, a machine such as a refinery either works, or it doesn't. If you start out with the limited survival kit from the drop-pod, having to upgrade to a large grid with a basic assembler and 6 solar panels is far too much of an upgrade. If an assembler could work at a reduced rate if there isn't enough electricity it would massively reduce the difficulty curve.

They used to work that way...

As soon you get a battery it work that way, when block can't work the battery charge when battery have enough charge the block start and take out he energy, that why we so often ear the start/stop sound on refinery and assembler when energy get low. in other word they work at reduced efficiency.
