Allow change of rotation when jetpack is disabled.

It's not the jetpack that allows for rotation same as spacecraft, so why does it become disabled with them? It's often very annoying when trying to walk using magnetic shoes when you could touch the surface and get attached, but you can't, because you can't rotate. It's potentially a life-ending situation if we loose fuel at the exact wrong moment and we are left stranded just a couple degrees of rotation away from salvation!
Yes, this should depend only on if your suit has energy, not on jetpack being disabled/out of fuel.

It's also bonkers that if you jump off the floor and wind up with your head on the ceiling, you can't move at all without your jetpack. This despite the engineer having at least one, usually two, arms.
