Make power supply fuel consumption adjustable

I noticed, recently, the duration of uranium fuel in reactors has been massively nerfed. It doesn't last nearly as long as it used to.
I propose this be made an adjustable thing in settings: Consumption rates for hydrogen and uranium in respective power generator blocks.
