Add "Setup Actions" to cargo boxes, condition for full/empty respectively.

This adds a massive amount of opportunities for automating production, and does not seem likely to have a performance overhead- considering that like the airvent it'd simply check if it's empty or full.

Bonus points if it sees "mostly empty" or "mostly full", to add more flexibility.
