[ModAPI] BuiltBy and PCU's Exposure.

Please add a getter and setter for all SlimBlocks as well as expose a getter for current PCU's by all relevant groups (including Pirates).
Not being able to read PCU's without calculating them ourselves is rather inconvenient.
