[1.210.014] Illegal Toolbar Actions

Certain toolbar actions can be used to set terminal properties otherwise not accessible from within the terminal itself. Examples:
Rotors can only set displacement in terminal when there is a head attached, but when using toolbar actions like "Increase Rotor displacement" the displacement is updated regardless if a head is present or not.
Connectors can only toggle trading mode when not connected, but using terminal actions like Trading Mode On/Off it can be toggled even when the connector is in use.
