An idea for the recent wheel propulsion hotfix.

with the issue for existing constructs can do it as a setting and set the default to the old system so it would apply automatically to existing constructs, I'm sure some players are interesting in messing with the newer system, just an optional idea incase it takes a while to adjust. I'm sure there was already a lot work put into making it where it already is.
